Digital Signatures and Notaries

This opinion piece by Larry Seltzer from eWeek has me a little confused.

Opinion: It’s amazing that it took this long, and it’s still in early stages, but public key cryptography is emerging as the notarization stamp of the future.

Digital signatures have been likened to a notary service as long as they have been around. Quickest example I could find was RFC 1114 from 1989. “of the future?” How about the past and present as well?
